Hartville City Hall holds its October meeting

The Hartville City Council met in regular session on Oct. 14 at 6:30 p.m. in Hartville City Hall.
Mayor Jessica Vandergrift called the meeting to order and presided. Aldermen present were Troy Kirk, Jeff Bettendorf, Melvin Moon, Jarrett Calton and Ashlynne Dickinson. Lindell Howard was absent. Also present were Carla Spooner, City Clerk, Police Chief Dan Dudley and Water Superintendent Chris Dashley.
According to drafted meeting minutes, Mayor Vandergrift asked Denis and Sue Jolley to address the Council. Sue reported they had been in contact with Superintendent Adam Cook at the Hartville R-II School and the school will replace the crushed tinhorn at the gravel driveway on N. Tate. Mayor Vandergrift stated that she had also spoken with Superintendent Cook and he felt that the tinhorn and clearing of the ditch needed to occur at the same time to best address the situation. He will also work on allocating funds for the tinhorn purchase since the school budget was set for this fiscal year. Once it is purchased, the school maintenance worker and the city employees will work together to install the tinhorn and the city will clear the ditch.
Police Chief Dudley gave a written Activity Report to the City Council.
Chris Dashley reported the Water Project was almost complete. All the water mains have been installed. The service line tie-ins to the new mains and yard work were being completed. He stated that Willard Asphalt would be starting on the asphalt repair the week of October 20, 2025.
Chris reported the sampling station used at a residence on W. South St. needed to be replaced to ensure accurate water samples. He stated a new sampling station from USA Bluebook was $589.56 and the new sampling rod was $319.95.  The Council then approved the purchase of a new sampling station and sampling rod from USA Bluebook for $909.51.
Chris reported a sales associate from Rock Asphalt came out to demonstrate how RockAsphalt worked in pot holes on the city streets.
The product comes in a dry form which is easily stored. A pallet consists of 64 bags weighing 50 lbs. each at a cost of $1,302.  Chris would like to purchase this product to have on hand to be able to repair pot holes in a timely manner, The Council approved a motion to purchase a pallet of RockAsphalt for $1,302 from the Street Department.
The City received two bids for the ad to refurbish the tennis courts out at Davis Field. Mayor Vandergrift opened the first bid from Willard Asphalt for a total of $148,540. The second bid from MOR Sports Group was $106,836.89.  The City currently does not have the funding for the bid estimates.
Melvin Moon moved to reject all bids due to budget constraints. Jeff Bettendorf seconded and motion carried.
